IWRM Sub-regional Consultation Council (RCCWR)
The IWRM Sub-regional Consultation Council (RCCWR) is a consultative body of the Permanent Framework for Consultation of Member States (PFCM). It reviews any issue of sub-regional interest relating to water resources submitted by another PFCM body and provides advice and proposals aimed at improving the implementation of Integrated Water Resources Management (IWRM) in West Africa.

- Consultative body within ECOWAS IWRM institutional framework.
- Review of sub-regional water resources issues.
- Submission of advice, proposals and reports to the Ministerial Monitoring Committee.
Duties of the RCCWR
In accordance with the PFCM Statutes (Articles 26 and 27), the RCCWR has the following duties:
To review any issue of sub-regional interest in the field of water resources submitted by another PFCM body and provide advice.
To propose any initiative or reform deemed necessary for better implementation of IWRM in West Africa.
To submit a report to the Ministerial Monitoring Committee, presented by its Chairperson.
Composition of the RCCWR
The RCCWR is composed of forty-five (45) members divided into three (3) colleges of fifteen (15) members each (Article 28).
Fifteen (15) representatives of Member States designated through their national focal points.
Fifteen (15) representatives of basin organisations, decentralised institutions and partners.
Fifteen (15) representatives of civil society and the private sector.
Members other than those representing States and basin organisations are appointed for a two (2) year term, renewable indefinitely by their respective bodies (Article 29).
Functioning
- The RCCWR elects a Chairperson from among its members for a two (2) year term, renewable once (Article 31).
- The Chairperson may not be a member of the Technical Committee.
- A regular session is held every two (2) years upon invitation of the Chairperson (Article 32).
- Extraordinary sessions may be convened in accordance with the Statutes.
- Decisions are taken by consensus or, failing that, by a two-thirds (2/3) majority of members (Article 33).
- The RCCWR adopts its rules of procedure.
The RCCWR may be opened to representatives of other bodies as observers and proposes to the Ministerial Committee the criteria and procedures relating to observer status (Article 30).
